In 2004, CHANGE (Communities Helping All Neighbors Gain Empowerment) conducted audits of every school in the Winston-Salem Forsyth County School System. One result of those facility reviews was a request for the establishment of baseline standards of equity. The school system concurred with the recommendation, created a standard for evaluating the equity of school facilities, and provided the standard to CHANGE in the fall of 2006.
CHANGE reviewed the materials and proposed an audit of 14 selected schools to (a) implement the baseline equity standards and checklist provided by the Winston-Salem/Forsyth County School system, and (b) to evaluate the question of facilities equity within and among selected schools. Those schools were:
